Dear delegates,
As one of the agricultural and developing countries, Peru affiliates with many other developing countries that insist the serious imbalance in development of regional economy and the needs of developing countries. In recent years, Peru keeps a positive attitude towards the bilateral trade, and carries out “mild policies” and liberalization of market economy. United States-Peru Trade Promotion Agreement was signed in 2006. In a word, though facing some difficulty, Peru is still on the steady road of development.
In order to give developing nations explicit special treatment policies and create the equal competitive situation, Peru calls upon the international community and the UN in particular to embargo developed countries’ agriculture protectionism by WTO conferences and trade negotiations, especially the export tariffs and domestic agricultural subsidies. We also contend the Special Safeguard Mechanism (SSM) to take effect. It can release developing countries from the negative influence of the trade liberalization. Only in this way, can we reach an agreement in agricultural trade reform and really make a difference.

Peruvian e-commerce is just barely in its infancy. Growth is predicted for the next several years, as in all of Latin America, but Peru still has major steps to take in order to truly make itself into an attractive market for electronic commerce opportunities, both as a market and as a provider. Peru has passed a number of laws that apply specifically to online business. For example, Law 28493, published in 2005, restrict the use of spam. Law 27309, published in 2000, expanded the Criminal Code to include Internet crimes.
For the purpose that encourage developing countries and help nations whose infrastructure is quite inadequate. Peru calls upon to originate a help plan faced to those countries. Through this designed plan developed countries helps establish an adequate infrastructure and get more profit in trades. Only with this equipment can the developing countries quickly get used to the situation of electronic commerce and soon benefit from E-Commerce. Member nations also need to speed up the process of legislation. Now the world requires a reasonable and legislative standard to deal with conflict. Nail down each country’s responsibility is the only way to solve legal matters across two or more countries.
