ALONG THE SOUTHERN PERIPHERY OF A BROAD LOW LEVEL CIRCULATION
CENTER. ANALYSIS OF THE UPPER LEVELS ILLUSTRATES A FAVORABLE
ENVIRONMENT WITH AN ANTICYCLONE TO THE SOUTH AND AN ASSOCIATED JET
MAXIMUM PROVIDING SUFFICIENT DIVERGENCE ALOFT WITH AN ENHANCED
POLEWARD OUTFLOW AND LOW VERTICAL WIND SHEAR (10-15 KNOTS). GLOBAL
MODELS SHOW FURTHER DEVELOPMENT AS THE SYSTEM TRACKS WESTWARD. DUE
TO THE LACK OF CONVECTIVE CONSOLIDATION, THE POTENTIAL FOR
DEVELOPMENT OF A SIGNIFICANT TROPICAL CYCLONE WITHIN THE NEXT 24
