If the ghost is outside, rain will begin to fall all across the map. Mortals don't like being out in the rain; most will run indoors and stay there while it rains.
If the ghost is indoors at the time, a rainstorm will be created inside. Any mortal in the same room as one of these indoor storms will have their level of belief raised every second.

Hailstones seems to be a performance killing power - FPS fell below 20fps on a GTX 970 OC and Intel i5 3570k and 24GB of ram.
