In America or the UK, “Le Le” would have been moved to an enclosure by himself, or perhaps put in with another wolf whom he got on with. This would likely be for quite some time, with staff monitoring both his reactions and those of the other wolves. Note that once a wolf has been removed from a pack, it’s quite normal for them never to go back – if you go to Wolf Park or Wolf Haven in America, you will see numerous enclosures with just one, two or three wolves in them.

Here’s what I think is happening – again, it’s my view and not anything official.

At 2 years old, a wolf is becoming adult. Their instinct is to rise up through the ranks, or to disperse to start a new pack.
In the wild “Le Le” would have probably run away, fled the pack. As he can’t do that in captivity, he’s become fearful as he knows he’s outnumbered – and he associates going back after a walk with being hurt or attacked, so it’s a bad thing for him.
The best way I would say you could get his confidence back would be to move him to an adjacent pen or enclosure, if one’s available, with a female wolf or other wolves that he does get on with. (Wolves generally need company and there are usually fewer disagreements between a male and female, as opposed to two males, or two females).
