Can you play Atmos tracks on other movies? (also maybe a dumb question, but what speaker configuration do you have, and are any configured as dolby / height?)
I have a very similar setup and this is playing for me.

its seems like Plex on Sony x950G doesn't support FEL, only MEL. got same results with P7_FEL_GIJoe_The_Rise_of_Cobra.mkv and P7_MEL_GIJoe_The_Rise_of_Cobra.mkv demo files.
also, all mp4s with dual track video like Creed II [2018] - H.265 / MP4 / Blu-ray / 2160p / Remux / Dolby Vision / HDR10 defaults to HDR10 in my setup.

According to someone on makemkv forum new Chromecast defaults to player-led DV and there is no way to switch to TV-led manually. So your output from Chromecast might be darker than from internal app on B9. I'm not sure though. I know that player-led is broken on blu-ray players resulting in darker image but don't know about other devices.
