This error can occur if Windows is not up to date or if a component that the Rockstar Games Launcher needs is misconfigured. If reinstalling the launcher did not resolve this, then please make sure your version of Windows is updated. You can do this by following the directions on Microsoft’s support site: https://support.microsoft.com/en-us/windows/windows-update-faq-8a903416-6f45-0718-f5c7-375e92dddeb2.
